NOTICE INVITING APPLICATIONS FOR FISHERIES/ AQUACULTURE TRAINING

In pursuance to the Director of Fisheries, Itanagar Memo No.DOF-14011(13)/2/2024, Dated September 12, 2024, the application in plain paper is invited from the interested youths of Changlang District for undergoing 30 days comprehensive skilled training programme on Fisheries/ Aquaculture. From each Assembly Constituencies of the Changlang District, 5 (five) trainees will be selected for this training programme.

The application addressing DFDO, Changlang in plain paper with necessary documents (Aadhaar card, Class-XII pass certificate and PAN card) may be submitted to the office of the DFDO on or before September 23, 2024 till 1700 hrs.

Eligibility Criteria:

  1. Applicant should have minimum education qualification of Class-XII passed
  2. Eligible age of applicant is from 18 years to 48 years
  3. The trainees should have minimum land holding of 0.5 ha for fish pond development

The screening of the applications and selection of trainees will be done by district level screening/ selection committee (DLSC) at the district level.

ADVERTISEMENT – Walk-in-Interview for posts of five Contractual full time Subject Teachers

Applications are invited for Walk-in Interview from the bona-fide candidates of Changlang, possessing requisite educational qualification and age on September 02, 2024 for the following contractual posts of Full Time Teacher (FTT) against upgraded KGBV (Type II) Amchung under District Project Director, Samagra Shiksha/ISSE, Changlang District, Govt. of Arunachal Pradesh. The posts are purely contractual in nature and renewable every year subject to satisfactory performance and continuation of the posts by the Ministry Education, Govt. of India. CIRCULAR – Applications invited from Entrepreneurs, SHGs, FPOS, NGOs for availing financial assistance under Pradhan Mantri Formalization of Micro Food Processing Scheme (PMFME) for 2024-25

Applications are hereby invited from the Entrepreneurs, SHGs, FPOS, NGOs and Cooperative of Changlang District for availing financial assistance under Pradhan Mantri Formalization of Micro Food Processing Scheme (PMFME) during this current financial year 2024-25 against the 10 Individual target allocated for the District. Financial assistance would be provided to the micro food processing unit in terms of Credit Linked Capital Subsidy @ 35% of the eligible project cost with a maximum ceiling of Rs. 10.00 lakhs per unit. The assistance would be available to both existing Micro Food Processing unit for Up gradation/Expansion as well as New units. The beneficiary contribution should be minimum of 10% of the Project cost with balance required fund being loan from the Bank.

Hence, the interested Persons/Groups may apply through online portal of MOFPI www.pmfme.mofpi.gov.in and avail the benefits of the scheme. They are also advised to select the bank branches at the time of applying as per the bank wise district wise target allocated to the district which are as -Punjab National Bank -3 nos. State Bank of India -5 nos. Axis Bank -2 nos. The last date for submission of application on online is 30/09/2024. The list of mandatory documents required are hereby attached with this circular.

PRELIMINARY NOTIFICATION – For acquisition of land for Kharsang-Miao-Viyanagar Frontier Highway road

Issued under section 11(1) Read with Section 40(1) of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act’2013 (INVOKING URGENCY CLAUSE).

Whereas, it appears to the Governor, that a total area of 418.29 Hectares [4182900 Sqm] of land is required at Kharsang-Miao-Vijaynagar area under Miao Sub-Division of Changlang District, Arunachal Pradesh for Public Purposes, namely for “Construction of Kharsang- Miao- Vijaynagar Frontier Highway (0.000 KM to 156.095 KM)” by the Public Works Department (Highway Zone).

A total of Nil /No Families are likely to be displaced due to the land acquisition. The reason necessitating such is NIL.

The Deputy Commissioner, Changlang District, is appointed as Administrator for the purpose of Rehabilitation and Resettlement of the affected families. Therefore, it is notified that for the above said project at Kharsang-Miao-Vijaynagar area under Miao Sub-­Division of Changlang District, a piece of land measuring 418.29 Hectares [4182900 Sqm] of standard measurement, whose detailed description is shown below, is under acquisition.

CIRCULAR – PM-Vishwakarma Scheme for Artisans and Crafts-persons will be implemented in Changlang district

It is for the general information of all the artisans and Craftspersons of Changlang district that the PM-Vishwakarma Scheme which came into effect from 17th September, 2023 will be implemented as a Central Sector Scheme, fully funded by the Government of India. PM-V is a holistic Scheme that envisages to provide end-to-end support to the artisans and craftspeople through the following components:

  1. Recognition: PM Vishwakarma Certificate and ID Card
  2. Skill Upgradation (training)
  3. Toolkit Incentive
  4. Credit Support (a total of upto Rs. 3,00,000)
  5. Incentive for Digital transactions
  6. Marketing Support

Hence, the interested artisans and crafts-persons may enroll themselves by contacting their nearest Common Services Centres(CSCs) & avail the benefits of the scheme. The mandatory documents required: Aadhaar card, Mobile Number, Bank Details, Ration Card. The beneficiaries are advised to enroll before November 30, 2023 to avoid any delay in the process. A list of CSCs available in the Changlang District has been attached along with this circular at Annexure-I.

Changlang – Khimiyang / Khimiyang – Changlang Bus services timings re-scheduled

In pursuance of order even no. Dtd. 8/8/2023, the timings of current bus service from Changlang to Khimiyang and vice-versa is re-scheduled in larger interest of public for summer and winter season with immediate effect as below:

WINTER (From October 21, 2023 to January 31, 2024):

  1. Departure Khimiyang at 8:00 am and Arrival Changlang at 10:00 am
  2. Departure Changlang at 3:00 pm and Arrival Khimiyang at 5:00 pm

SUMMER (From February 01, 2024 to September 30, 2024):

  1. Departure Khimiyang at 8:00 am and Arrival Changlang at 10:00 am
  2. Departure Changlang at 4:00 pm and Arrival Khimiyang at 6:00 pm

The Assistant Station Superintendent, Changlang is hereby directed to strictly monitor the bus service timings and ensure that the bus plies regularly as per given timings.

CIRCULAR – For conducting Gram Sabha under the chairmanship of HGB / GB with GPC / GPM as member

All Head Gaon Bura / Gaon Bura of respective village under Changlang district are hereby directed to conduct a Gram Sabha under the chairmanship of HGB / GB with GPC / GPM as member and select the left out / uncovered genuine LPG consumers under “Prime Minister Ujjwala Yojna” a free LPG connection scheme to the BPL families and submit the list along with the following documents as early as possible to the Administrative Officer of respective jurisdiction for onward submission to the LPG Agency of respective jurisdiction with intimation to the undersigned.

Documents to be submitted:

  1. A photo copy of Aadhaar card of selected person and his one of family member above 18 years.
  2. A photo copy of Bank account number.
  3. A photo copy of PHH / AAY Ration card.
  4. A photo copy of ST / SC Certificate.
  5. 03 (three) copies of passport size photo.
  6. Active Phone Number.

The outpost Administrative Officers shall have to coordinate with Head Gaon/Gaon Bura of all villages of their respective jurisdiction for smooth and proper conduct of Gram Sabha and submission of selected list in time.

Order – regarding issuance, renewal and correction of ST certificate, PRC, ILP, etc.

It has been brought to the notice of the undersigned that common public are facing extreme inconvenience while availing services at Jan-Suvidha Branch mainly related to correction of PRC/ST in line with the recent amendment to strike off Naga from the tribe’s name.

Regrettably, few of the applicants placed their concerns while highlighting helplessness over the fact that their application for mere correction in the ST & PRC are pending in Jan-Suvidha branch for the last 20 days.

Moreover, the people applying for renewal of long term ILP are subjected to obtain police verification which is further creating inconvenience for the applicant thereby delaying the renewal time.

It is to be reiterated in this regard that while issuing long term ILP for the first time, police verification is already done at the time of issuance,and all the records are kept with the respective police stations.

Therefore to streamline the process of correction of ST & PRC as well as the renewal of ILP, following directives are hereby issued for the strict compliance of all concerned.

  1. All the pending ST/PRC correction related applications are to be mandatorily disposed latest by 10/08/2023 without fail. The Branch officer is directed to requisition 3-5 LDC/computer assistants from other departments to assist branch dealing assistants in disposing these applications on priority basis. And henceforth, any such pendency must be reported to the undersigned for necessary interventions. Similar arrangements must be made by Branch officer concerned in case of piling up of applications in jan-Suvidha branch by reporting to the undersigned.
  2. In addition to this, the branch officer dealing with establishment branch must process for attaching one dealing assistant of mining branch to Jan-Suvidha branch to expedite the service delivery concerning common public.
  3. Police verification shall not be deemed as compulsory in case of ILP renewal as per the govt. guideline, rather respective OCs are directed to conduct police verification exercise for all ILP holders at their level on yearly basis as a routine affair and may submit the cumulative verification report to the undersigned on yearly basis for the record of the Jan-Suvidha Branch. Henceforth no ILP renewal shall be kept in abeyance in want of police verification, and it shall be done while following all other norms specified in the guideline. In case of adverse remark against any ILP holders in the yearly verification report of police, their JLP may be suspended immediately, and further renewal may be withheld.
  4. Henceforth, the Branch Officer Jan-Suvidha Branch must furnish a weekly report specifying pendency against all services delivered at the branch.
  5. The citizen charter issued by this office must be adhered with while issuing and renewing all kind of certificates and in case of any inadvertent delay, the branch officer and dealing staffs will be held responsible. The services are to be delivered on immediate basis to fulfill the basic tenets of good governance.

Order – Maintenance of attendance and office hours by government employees
  1. No public offices shall be found closed during office hour in any circumstance.
  2. All HoD/Officers/Staffs of respective line departments are to attend office sincerely during office operational hours.
  3. In case of officers entrusted to field duty, he must maintain a separate register to record all his tours and entry of any tour must be made in the register before proceeding on tour on daily basis.
