ORDER – Half Yearly exam for Class-IX to Class XII for academic session 2023-24 to be conducted w.e.f. October 03, 2023

The Half Yearly exam for Class-IX to Class XII for the current academic session 2023-24 will be conducted w.e.f October 03, 2023 and to be concluded within 6 (six) working days. All the Principals / Headmasters of Higher Secondary Schools and Secondary Schools are hereby directed to strict with the tlmeline specified above and shall ensure all necessary preparations like finalization of Question Papers, etc latest by September 29, 2023.

The evaluation of the Answer Sheets must be conducted latest by October 25, 2023 and the school wise performance report is expected to be submitted to the undersigned through DOSE, Changlang within the aforementioned stipulated timeline. All the teachers engaged for invigilator duty shall remain in school during the school timing i.e., at 3:30 pm and conduct evaluation of Answer Sheet after conclusion of exam till 3:30 pm.

For those Secondary and Higher Secondary Schools with elementary sections (Class- I to Class-VIII) must ensure that the regular classes for Class – I to VIII shall undergo as per its routine timing and half yearly exam shall be conducted for senior sections Class-IX to Class-XII simultaneously.

The concerned CRCC / BRCC, Resource Persons / BEOs and DOSE are directed to conduct surprise visit to oversee whether the exam is conducted as per the desired norms and guidelines issued by the Directorate of Education, Itanagar.

The respective Admin Officers are also directed to conduct surprise visits during upcoming exam personally in order to ensure that the exams are conducted in fair and transparent manner.

CIRCULAR – A camp for the Divyan beneficiaries is being scheduled on September 25, 2023 at Circuit House, Changlang

This is for general Information of all concerned that, District Administration in collaboration with Deputy Director (ICDS), Changlang and NILD Kolkata is going to conduct a camp for the Divyan beneficiaries to be scheduled on 25th September (Monday) at 1000 Hrs at Multipurpose Hall at Circuit House, Changlang. The basic feature of this camp is as under:

  1. Age – No bar
  2. Eligibility -Open to all
  3. Aids for Divyang beneficiaries to be distributed, i.e.,
    1. Hearing aid for hearing impaired
    2. Sensor sticks for visually impaired
    3. Tricycle/ Crutches / Wheel Chairs for locomotive disability
    4. Necessary counselling and provision of TLM tools for Autistic / Cerebral Palsy Divyangs
    5. Artificial limbs for cases with loss of limbs.
  4. List of documents needed to avail the benefits:
    1. Aadhar Card
    2. Disability Certificate
    3. Income certificate of the beneficiaries or his/her guardian In case the beneficiary is unemployed

CIRCULAR – Online applications are hereby invited under “Deen Dayal Upadhyaya Swavalamban Yojana” (DDUSY) for the Financial Year 2023-24

This is for information to all the unemployed youths and entrepreneurs of Changlang District that online applications are hereby invited under “Deen Dayal Upadhyaya Swavalamban Yojana” (DDUSY) for the Financial Year 2023-24 to encourage entrepreneurship and self employment in the District.

The APST entrepreneurs of Changlang District can apply for DDUSY scheme online through the DDUSY portal https://ddusyarunachal.in.
The following procedures may be followed:

  1. Read the guidelines thoroughly in the DDUSY portal.
  2. Identify the projects you are interested in.
  3. Project report and all the required documents should be kept ready.
  4. Keep scanned documents ready (minimum size).
  5. You must have working Mobile No. and email-ID.
  6. Open the webpage https://ddusyarunachal.in
  7. Click on registration.
  8. Fill up the form details minutely and give all the required information and other details of the projects. You will need the project report for filling up details of projects and upload documents as required.
  9. Click on submit after filling up the form.
  10. You will get an activation link in your email. Check your email and click on the link to activate your login ID.
  11. Keep the login ID & Password in safe place for further use.
  12. You can check the status of your application online.

Last date of submission of application online shall be 01/10/2023. No Application shall be entertained after the last date of submission. The date of interview will be intimated to the applicants in due course of time.

CIRCULAR – Hobbies cum skill training programme at NALC, District Library complex, Changlang

It is for information of all students and youths that District Administration is going to organize hobbies cum skill training programme at NALC, District Library complex, Changlang, starting from 23/9/2023.

During this training various resource persons will be engaged to impart hobbies such as painting, sketching, sculpture making, learning to play music such as guitar, crochet craft (sculpture made from wool etc.).

Order – regarding issuance, renewal and correction of ST certificate, PRC, ILP, etc.

It has been brought to the notice of the undersigned that common public are facing extreme inconvenience while availing services at Jan-Suvidha Branch mainly related to correction of PRC/ST in line with the recent amendment to strike off Naga from the tribe’s name.

Regrettably, few of the applicants placed their concerns while highlighting helplessness over the fact that their application for mere correction in the ST & PRC are pending in Jan-Suvidha branch for the last 20 days.

Moreover, the people applying for renewal of long term ILP are subjected to obtain police verification which is further creating inconvenience for the applicant thereby delaying the renewal time.

It is to be reiterated in this regard that while issuing long term ILP for the first time, police verification is already done at the time of issuance,and all the records are kept with the respective police stations.

Therefore to streamline the process of correction of ST & PRC as well as the renewal of ILP, following directives are hereby issued for the strict compliance of all concerned.

  1. All the pending ST/PRC correction related applications are to be mandatorily disposed latest by 10/08/2023 without fail. The Branch officer is directed to requisition 3-5 LDC/computer assistants from other departments to assist branch dealing assistants in disposing these applications on priority basis. And henceforth, any such pendency must be reported to the undersigned for necessary interventions. Similar arrangements must be made by Branch officer concerned in case of piling up of applications in jan-Suvidha branch by reporting to the undersigned.
  2. In addition to this, the branch officer dealing with establishment branch must process for attaching one dealing assistant of mining branch to Jan-Suvidha branch to expedite the service delivery concerning common public.
  3. Police verification shall not be deemed as compulsory in case of ILP renewal as per the govt. guideline, rather respective OCs are directed to conduct police verification exercise for all ILP holders at their level on yearly basis as a routine affair and may submit the cumulative verification report to the undersigned on yearly basis for the record of the Jan-Suvidha Branch. Henceforth no ILP renewal shall be kept in abeyance in want of police verification, and it shall be done while following all other norms specified in the guideline. In case of adverse remark against any ILP holders in the yearly verification report of police, their JLP may be suspended immediately, and further renewal may be withheld.
  4. Henceforth, the Branch Officer Jan-Suvidha Branch must furnish a weekly report specifying pendency against all services delivered at the branch.
  5. The citizen charter issued by this office must be adhered with while issuing and renewing all kind of certificates and in case of any inadvertent delay, the branch officer and dealing staffs will be held responsible. The services are to be delivered on immediate basis to fulfill the basic tenets of good governance.

  1. No public offices shall be found closed during office hour in any circumstance.
