PRELIMINARY NOTIFICATION – For acquisition of land for Kharsang-Miao-Viyanagar Frontier Highway road

Issued under section 11(1) Read with Section 40(1) of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act’2013 (INVOKING URGENCY CLAUSE).

Whereas, it appears to the Governor, that a total area of 418.29 Hectares [4182900 Sqm] of land is required at Kharsang-Miao-Vijaynagar area under Miao Sub-Division of Changlang District, Arunachal Pradesh for Public Purposes, namely for “Construction of Kharsang- Miao- Vijaynagar Frontier Highway (0.000 KM to 156.095 KM)” by the Public Works Department (Highway Zone).

A total of Nil /No Families are likely to be displaced due to the land acquisition. The reason necessitating such is NIL.

The Deputy Commissioner, Changlang District, is appointed as Administrator for the purpose of Rehabilitation and Resettlement of the affected families. Therefore, it is notified that for the above said project at Kharsang-Miao-Vijaynagar area under Miao Sub-­Division of Changlang District, a piece of land measuring 418.29 Hectares [4182900 Sqm] of standard measurement, whose detailed description is shown below, is under acquisition.

Order – regarding issuance, renewal and correction of ST certificate, PRC, ILP, etc.

It has been brought to the notice of the undersigned that common public are facing extreme inconvenience while availing services at Jan-Suvidha Branch mainly related to correction of PRC/ST in line with the recent amendment to strike off Naga from the tribe’s name.

Regrettably, few of the applicants placed their concerns while highlighting helplessness over the fact that their application for mere correction in the ST & PRC are pending in Jan-Suvidha branch for the last 20 days.

Moreover, the people applying for renewal of long term ILP are subjected to obtain police verification which is further creating inconvenience for the applicant thereby delaying the renewal time.

It is to be reiterated in this regard that while issuing long term ILP for the first time, police verification is already done at the time of issuance,and all the records are kept with the respective police stations.

Therefore to streamline the process of correction of ST & PRC as well as the renewal of ILP, following directives are hereby issued for the strict compliance of all concerned.

  1. All the pending ST/PRC correction related applications are to be mandatorily disposed latest by 10/08/2023 without fail. The Branch officer is directed to requisition 3-5 LDC/computer assistants from other departments to assist branch dealing assistants in disposing these applications on priority basis. And henceforth, any such pendency must be reported to the undersigned for necessary interventions. Similar arrangements must be made by Branch officer concerned in case of piling up of applications in jan-Suvidha branch by reporting to the undersigned.
  2. In addition to this, the branch officer dealing with establishment branch must process for attaching one dealing assistant of mining branch to Jan-Suvidha branch to expedite the service delivery concerning common public.
  3. Police verification shall not be deemed as compulsory in case of ILP renewal as per the govt. guideline, rather respective OCs are directed to conduct police verification exercise for all ILP holders at their level on yearly basis as a routine affair and may submit the cumulative verification report to the undersigned on yearly basis for the record of the Jan-Suvidha Branch. Henceforth no ILP renewal shall be kept in abeyance in want of police verification, and it shall be done while following all other norms specified in the guideline. In case of adverse remark against any ILP holders in the yearly verification report of police, their JLP may be suspended immediately, and further renewal may be withheld.
  4. Henceforth, the Branch Officer Jan-Suvidha Branch must furnish a weekly report specifying pendency against all services delivered at the branch.
  5. The citizen charter issued by this office must be adhered with while issuing and renewing all kind of certificates and in case of any inadvertent delay, the branch officer and dealing staffs will be held responsible. The services are to be delivered on immediate basis to fulfill the basic tenets of good governance.

Order – Maintenance of attendance and office hours by government employees
  1. No public offices shall be found closed during office hour in any circumstance.
  2. All HoD/Officers/Staffs of respective line departments are to attend office sincerely during office operational hours.
  3. In case of officers entrusted to field duty, he must maintain a separate register to record all his tours and entry of any tour must be made in the register before proceeding on tour on daily basis.

EXECUTIVE ORDER – on reported unlawful activities by miscreants in under construction building at Officer Colony, Changlang

EXECUTIVE ORDER
(Under Section 133 Cr.P.C)

WHEREAS, reliable information has been received by this office regarding the use of the under-construction building located at Officer Colony, Changlang for unlawful activities by miscreants during night-time;

AND WHEREAS, it has been reported that miscreants have been consistently trespassing into the said building during night-time, utilizing it as a hideout for the consumption of alcohol, drugs, and engaging in immoral activities, thereby causing a grave public nuisance in the vicinity;

AND WHEREAS, such activities not only jeopardize the safety and well-being of the residents of nearby colony but also pose a threat to the social fabric and peaceful co-existence of the community at large, especially considering the grave consequences associated with the consumption and abuse of drugs;

AND WHEREAS, it has come to the attention of the undersigned that the construction activities in the said building have been brought to a halt due to ongoing legal proceedings against the said building under Arunachal Pradesh Public Premises (Eviction of Unauthorised Occupants) Act, 2003;

AND WHEREAS, in view of the ongoing legal proceedings and the status of the said building under Arunachal Pradesh Public Premises (Eviction of Unauthorised Occupants) Act, 2003, it is imperative to take measures to prevent any unauthorized entry or trespassing into the premises to uphold the integrity of the legal process and maintain the sanctity of the proceedings;

NOW THEREFORE, given the gravity of the situation, I, Sunny K Singh, IAS, District Magistrate-cum-Deputy Commissioner, Changlang District, Changlang (A.P), in exercise of powers vested upon me under Section 133 of the Criminal Procedure Code (CrPC), do hereby issue the following order for strict compliance;

  • It is hereby prohibited for any individual to enter or trespass into the under­construction building situated at Officer Colony, Changlang, without valid permission from the competent authority with immediate effect until further order.
  • The Town Magistrate and OC, PS, Changlang are directed to conduct patrolling/surprise raid in the vicinity of the under construction building during night-time to deter any unlawful activities in the area.
  • The Executive Engineer, Public Works Department (PWD), Changlang, is directed to deploy staff members to seal or close off all entry points of the under-construction building to restrict any unauthorized access to the premises and to place a signboard of “No Entry/ Trespassing”at prominent point(s) near under construction building to convey the prohibition and ensure awareness among the public. A compliance Report/ ATR in this regard to be submitted within 4 (Four) days from the date of issue of this order without fail.

Any person found in contravention of this order shall be liable for prosecution under Section 188 of the Indian Penal Code (IPC) or under any other relevant provisions of the law in force.

ORDER – Revised Local Taxis Fare

The Board has revised and fixed the hire charges of local Taxis fare for both passenger service vehicles & light goods vehicles operating from Changlang township to other places / villages and has been listed category wise and are appended herewith at Annexure A & B.

And the approved rates as circulated should be implemented and followed strictly from the date of issue of the order.

Implementation of the Fundamental Duties as envisaged in Part-IV-A, Article 51-A of the Constitution of India

Enclose herewith a copy of Notification No. HMB(B)- 12.6/SC/2021/23 Dated January 10, 2023 received from Commissioner Home Government of Arunachal Pradesh, Itanagar regarding Implementation of the Fundamental Duties as envisaged in Part-IV-A, Article 51-A of the Constitution of India.

Executive Order – Ban on Single Use Plastic

In pursuance of the Plastic Waste Management Rules, 2016 as amended from time to time, it is hereby to ban the manufacturing, import, stocking, distribution, sale and of Single Use Plastics, including polystyrene and expanded polystyrene commodities w.e.f. July 01, 2022 and carry bags made of virgin or recycled plastic of not less than 120 microns in thickness w.e.f. December 31, 2022 in the district.
