Itanagar, September 6, 2022: Chief Minister Pema Khandu, while mentioning the government resolution passed in 2017 regarding urging the Central Government for a separate cadre of All India Services (AIS) for Arunachal Pradesh, informed that the proposal is under active consideration at the Central Level. He expressed happiness that under the present government, the AIS officers are serving in the state for an extended period of time, beyond their normal length of service here. Khandu was responding to a Starred question by Congress MLA Ninong Ering.

Deputy Chief Minister Chowna Mein informed that 64 micro and mini hydro projects were sent to Ministry of New and Renewable Energy (MNRE) from various parts of Arunachal Pradesh in 2017 but the sanctions for these are still awaited. He informed that the state government had taken a decision to recommend the smaller projects instead of funding it since there are numerous such projects across the state and funding them all is not feasible.

Social Justice Empowerment and Tribal Affairs Minister Alo Libang informed that the case of issuing ST certificates to offspring of Tribal Ladies married to Non-tribal and of fake ST certificates are being scrutinized at the State Level by a scrutiny committee headed by Commissioner SJETA, whenever complaints are received from the village or block level. So far, he informed, the committee has received 9 cases, out of which 5 certificates have been revoked. The minister was answering the question put forward by MLA, Mebo Lombo Tayeng.
Water and Resource Development Minister Mama Natung, informed the house that under Pradhan Mantri Krishi Sichai Yojana (PMKSY), 992 ground water schemes for Har Khet Ko Pani (HKKP) was implemented in two phases.

Education Minister Taba Tedir explained that starting last year, in cases when subject teachers go on leave, substitute teachers are appointed for that period against the particular subject.

INTRODUCTION OF BILL
Three bills were introduced in the Assembly today including The Arunachal Pradesh Goods & Service Tax (1st Amendment) Bill 2022, The Arunachal Pradesh Civil Courts (Amendment) Bill 2022 and The Arunachal Pradesh Tenancy Bill 2022.

RESOLUTION ADOPTED
The House adopted the resolution of naming the Greenfield Airport at Hollongi as Donyi Polo Airport, Itanagar.

ZERO HOUR DISCUSSION
Pasighat West MLA Ninong Ering raised the issue of ‘Regularization of NHM Staff’ stating that the NHM staff including the doctors, nurses and lab technicians’ work in far-flung areas, because of which they lose their prime ages and also miss out on job advertisements. He suggested that there has to be a provision either in State Public Commission or Staff Selection Board to regularize these NHM staff.

Health Minister Alo Libang, while supporting the statement, however justified that since NHM is a centrally funded scheme, there would be huge financial implications for the state if the state government takes over and regularize all the at one go. Informing that till now around 300 NHM technical staff have been regularized, he said further regularization will be done in a phased manner.

Libang also informed that the state government is also looking into the provision of transfer and posting for NHM staff as currently all the contractual jobs are non-transferrable.

Later, the house paid condolences and observed 2 minute silence in respect of former Minister in the Gegong Apang led government, Late Changkom Hondik who passed away earlier in June this year.
