| Notice for Selection Test under Free Coaching Programme Sponsored by DoTCL, Govt. of Arunachal Pradesh | The Office of the Deputy Commissioner, Changlang has informed that the Department of Tirap, Changlang and Longding Affairs (DoTCL), Government of Arunachal Pradesh,is sponsoring a 4-month free coaching programme for indigenous students of Tirap, Changlang and Longding districts preparing for competitive examinations. For Changlang District, a selection test will be conducted for enrolment into the programme and only 15 candidates will be selected on merit basis. Eligible aspirants may submit their applications either offline at the Development Branch, DC Office, Changlang or through email at dio-chg@nic.in from 21/05/2026 to 01/06/2026. The blank application form may also be uploaded on the district website for easy access so that applicants can download, fill up and submit the same through email along with the required documents. Applicants will only be required to physically visit Changlang for appearing in the selection test. | Ministry Notifies Solid Waste Management Rules, 2026 Replacing SWM Rules 2016 | The Ministry of Environment, Forest and Climate Change (MoEFCC), Government of India, has notified the Solid Waste Management Rules, 2026 vide Notification S.O. 388(E) dated 27th January 2026. The new rules supersede the Solid Waste Management Rules, 2016 and have been framed under the provisions of the Environment (Protection) Act, 1986. The notification follows the public consultation process initiated through the draft rules issued on 9th December 2024. The revised rules aim to strengthen scientific solid waste management practices, improve segregation, collection, processing and disposal systems, and enhance accountability of all stakeholders including local bodies, waste generators and concerned authorities. The notification marks an important step towards sustainable waste management and environmental protection across the country. |

| Supreme Court Issues Nationwide Directions for Enforcement of Solid Waste Management Rules, 2026 | The Hon’ble Supreme Court of India, while hearing Civil Appeal No. 6174/2023 and connected matters concerning the Bhopal Municipal Corporation, issued significant nationwide directions for effective implementation of the Solid Waste Management (SWM) Rules, 2026. The Court observed that although partial compliance with the earlier SWM Rules, 2016 has been achieved, substantial gaps still remain in waste segregation, processing, disposal, and management across the country. Emphasising that the right to a clean and healthy environment forms an integral part of Article 21 of the Constitution of India, the Court highlighted the urgent need for coordinated action by governments, local bodies, elected representatives, institutions, and citizens. |

| Final Result Notification for PMDT Coordinator Post – District Health Society, Changlang | Changlang, Arunachal Pradesh – 7th July 2025 The Office of the District Medical Officer, Changlang, under the Government of Arunachal Pradesh, is pleased to announce the final results for the walk-in-interview conducted on 7th July 2025 at the ADC’s Chamber, DC Office, Changlang. The interview was held for the recruitment of one District Programmatic Management of Drug-Resistant Tuberculosis (PMDT) Coordinator on a contractual basis under the National TB Elimination Programme (NTEP). This recruitment drive was initiated via Advertisement No. CHG/DMO/HR-NTEP/2025/NS-01-03 dated 16th June 2025. | PRELIMINARY NOTIFICATION – For acquisition of land for Kharsang-Miao-Viyanagar Frontier Highway road | Issued under section 11(1) Read with Section 40(1) of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act’2013 (INVOKING URGENCY CLAUSE). Whereas, it appears to the Governor, that a total area of 418.29 Hectares [4182900 Sqm] of land is required at Kharsang-Miao-Vijaynagar area under Miao Sub-Division of Changlang District, Arunachal Pradesh for Public Purposes, namely for “Construction of Kharsang- Miao- Vijaynagar Frontier Highway (0.000 KM to 156.095 KM)” by the Public Works Department (Highway Zone). A total of Nil /No Families are likely to be displaced due to the land acquisition. The reason necessitating such is NIL. The Deputy Commissioner, Changlang District, is appointed as Administrator for the purpose of Rehabilitation and Resettlement of the affected families. Therefore, it is notified that for the above said project at Kharsang-Miao-Vijaynagar area under Miao Sub-Division of Changlang District, a piece of land measuring 418.29 Hectares [4182900 Sqm] of standard measurement, whose detailed description is shown below, is under acquisition.

| EXECUTIVE ORDER – on reported unlawful activities by miscreants in under construction building at Officer Colony, Changlang | EXECUTIVE ORDER WHEREAS, reliable information has been received by this office regarding the use of the under-construction building located at Officer Colony, Changlang for unlawful activities by miscreants during night-time; AND WHEREAS, it has been reported that miscreants have been consistently trespassing into the said building during night-time, utilizing it as a hideout for the consumption of alcohol, drugs, and engaging in immoral activities, thereby causing a grave public nuisance in the vicinity; AND WHEREAS, such activities not only jeopardize the safety and well-being of the residents of nearby colony but also pose a threat to the social fabric and peaceful co-existence of the community at large, especially considering the grave consequences associated with the consumption and abuse of drugs; AND WHEREAS, it has come to the attention of the undersigned that the construction activities in the said building have been brought to a halt due to ongoing legal proceedings against the said building under Arunachal Pradesh Public Premises (Eviction of Unauthorised Occupants) Act, 2003; AND WHEREAS, in view of the ongoing legal proceedings and the status of the said building under Arunachal Pradesh Public Premises (Eviction of Unauthorised Occupants) Act, 2003, it is imperative to take measures to prevent any unauthorized entry or trespassing into the premises to uphold the integrity of the legal process and maintain the sanctity of the proceedings; NOW THEREFORE, given the gravity of the situation, I, Sunny K Singh, IAS, District Magistrate-cum-Deputy Commissioner, Changlang District, Changlang (A.P), in exercise of powers vested upon me under Section 133 of the Criminal Procedure Code (CrPC), do hereby issue the following order for strict compliance;
Any person found in contravention of this order shall be liable for prosecution under Section 188 of the Indian Penal Code (IPC) or under any other relevant provisions of the law in force.
