The District Rural Development Agency, Changlang is an autonomous body as an Agency set up in the year 1983 under Societies Registration Act 1860. This Agency was established as per instruction of the Government of India, Ministry of Rural Development vide No. S.11011/43/81-IRD-II, dated March 10, 1981. The DRDA was run by the Governing Body headed by the Deputy Commissioner/District Collector as Chairman of the Agency and local MP, local MLAs, District head of line departments, Lead Bank Officer, ZPMs, representatives of NGOs/Women Groups as members with Project Director, DRDA as Member Secretary. The Agency was established for planning, implementing and monitoring all special programmes meant for rural poor. This autonomous body had been created to function with relative freedom from restrictions of financial and administrative norms and regulations, which all the Government Departments have to normally abide by and to provide for a degree of latitude in the style of functioning. So that the planning and implementation of centrally sponsored poverty alleviation programmes are not impeded by the shortcoming as in the system of work in Government Departments.
The Deputy Commissioner has been designated as Chief Executive Officer (CEO) of DRDA and Project Director, DRDA as Member Secretary.
Initially DRDA started with the implementation of Poverty Alleviation Programmes, like Integrated Rural Development Programme, National Rural Employment Programme, Self Employment Programme, Training of Rural Youth for Self-Employment on the basis of the instructions of the Central/State Government from time to time.
Later few new programmes had been introduced by the Central/State Government and entrusted the responsibility for implementation of the programmes, like RLEGP, GKY, TOOLKITS to Rural Artisan, ASMF, ACCDP, IWDP, EAS, SGSY with the DRDA. Based on Central Monitoring and Research Institute reports, all these programmes were discontinued and merged with other programmes for successful implementation of the new programmes in rural areas for providing maximum benefits to the rural poor people.
Presently, DRDA is implementing the programmes of MGNREGA, PMAY(G), IWMP through BDOs of the blocks/panchayats as per the government guidelines issued from time to time. So DRDA does not implement any programme directly but monitoring the implementation of the programmes. The DRDA, Changlang has an operational jurisdiction over 9(Nine) CD blocks viz..
